A note on IRCs of Armenia Very little is known about the IRC issued by Armenia. In Sept. 2001, when visiting Yerevan, I stopped at the main Post Office to buy stamps (which they had none) and noticed bundles of IRC #1. I was at the right place at the right time ! I was told that the IRCs had been recalled from all the Post Office branches, and they were to be destroyed. The inventory was showing that some 60 pcs had been sold throughout Armenia in several years and the balance was right there, at the main Post Office. Regretfully I bought only a few pieces. Again in 2007 when visiting Yerevan I attempted to buy stamps (there was a limit how many sets a person could buy and only against a valid Passport)! As to the IRCs, they had #2. The teller was reluctant to sell them. I was able to buy a few pieces and when asked her to cancel the IRC, she refused! After all, who will buy stamps or IRCs and cancel them right away ! During the Philatelic Exhibition again I had hard time to buy IRCs, and my request to cancel them was again refused, until I met the supervisor and explained the purpose of canceling the IRC with a date stamp. While there are a large number of professional and advanced philatelists in Armenia with worldwide exhibitions and collections, the Armenian Post and the Philatelic Bureau is still in infantry stages.
