In 1998, and on the 10th anniversary of the Armenia's 1988 earthquake, Nagorno Karabakh used the USSR Scott #B149-151 (Block of 3 stamps + a label issued in 1988 for the Armenia Earthquake victims), by overprinting the text "Artsakh Remembers 25,000 Earthquake Victims of Armenia 1988-1998". Stamps on cover are very scarce.
