The Armenian Post is going through major changes of ownership and management.
During the past two years (2007-8) the New Issues were not always available at the local post offices, and the Philatelic Bureau had hard time distributing stamps to Overseas dealers.
The local collectors and philatelists could only buy three sheetlets of ten of each New Issue, and only against the presentation of a valid Passport ! (definitely a first in the Philatelic World).
This limited availability of the New Issues in the country, as well as the mismanaged selling of the New Issues through the Philatelic Bureau to the Overseas dealers created a shortage in the market and naturally Black Market and higher prices.
We hope with the new management and ownership the Armenian Post will follow the three basic steps expected from every Post Office in the world regarding the New Issues:
1) to distribute the Newly issued stamps to all the post offices in the country
2) to sell the New Issues at Face Value to everyone
3) to offer the New Issues in complete sheets without breaking and destroying the sheets
